Unhappy compromises:

Saddam Hussein's problems were his own making. He felt he could not come clean on WMD because his tradition military was in so disrepair, as shown by the invasion in 2003. He had to keep the pretence of secret weapons to stay off his many enemies. On the other hand he needed to reduce the sanctions to replenish his finances and keep people in line by bribes. The UN faced the issue of letting Saddam starve millions of his people or agree to a prose of sanctions with lots of holes to get him to agree to anything. The food for oil saved a critical humanitarian crisis but as we all know was corrupt and pumped a lot of cash into the regime. If Saddam was between a rock and a hard place he reacted with increasing ill rationality, destroying his weapons of mass destruction while playing cat and mouse with the UN inspectors.
